Problem in the System of Enforcing Administrative Power and Its Solution

It is the basic requirement of the administrative system reform to set up a power enforcing system with proper structure,scientific disposition,strict procedure and efficient supervision.The main problems existing in the present administrative system reform include the out of joint of power with responsibility,the personal interests-oriented enforcement of power,the high cost of power enforcement and the lack of supervision.Some important steps should be taken to further deepen the administrative system reform.Firstly,the reform should be made market-oriented to turn the political power back to the society;secondly,the payment and welfare system should be improved to eliminate the economic cause for improper power enforcement;thirdly,the officials appointing system should be well supervised to strengthen responsibility investigation;finally,the administrative law system should be perfected to ensure governing by law.
