The retrospect and reflection on the popularization of Chinese higher education over the last decade

Abstract

After enlarged enrollment from 1999, Chinese higher education has entered into the popularization phases over ten years, among which are three phases including increasing expansion, structure adjustment and quality improvement with the features of the elite popularization and leaping development. Consequently, the basic needs for higher education have been met, social equity and education oppotunity equality have been improved to some extent, private higher education has been boosted in development and prosperity and the development strategy has been achieved to become a big power in higher education. Meanwhile, the problems in our higher education, such as shortage of funds, falling education quality, gradually tight graduates' employment situation, convergence of specialty establishment, unbalanced distribution, which should be solved by means of increasing government financial allocation.
