Abstract
The institutions of consulting in science and technology fields through province and ministry is an innovative institutions arrangements in new era.However,observation from perspective of the equilibrium of institution,the institutions of consulting have non-equilibrium phenomena because the supply of the institutions of consulting don't meet demands of the institutions.The road map of consulting is a policy tools which can realize the equilibrium of institution.The systematic road map of consulting include road map of consulting of nation,road map of consulting of region,road map of consulting of department,road map of consulting of enterprise,road map of consulting of third sector.The systematic road map of consulting would be merging and integration of the five types road map.
