The Conflict and Coordination between Urban Plan and Land Use Plan

To be the basis of macro-guide for city development and land use, there are different focuses between urban plan and land use plan, but the target of plan both are land. The core of plan is to achieve the scientific development and reasonable utilization of land source. Future more the final aim is to achieve the sustainable use of land and urban. Because of disharmony in administrate department, objectives and criteria of land classifying always exist. This paper analyzes the state and reason of this disharmony and the way to coordinate the different plan. To put forward, the work unify the plan examination and approval, strength the authority of plan, perfect plan contents and unify the technical specification, perfect plan system and the related law system etc should be constructed.
