Abstract
The traditional outlook on development only lays stress economic growth,while the scientific outlook on development attaches importance to the development of man.This drastic change in outlook on development demonstratesthat the Party has got into a new realm in understanding of the scientific outlook on development.Thepeopleinputting people firstmean that all the people and generations of people have been the principal part and driving force for development.The ultimate goal of scientific development is the realization of the development of man,and,therefore,it is the intrinsic requirement and highest standard of the scientific outlook on development to put people first.
