Abstract
The forming of the modern international system of East Asia is attributed to the impact from the outside world to East Asia and the reaction from East Asian countries to the outside world.Japan and US expansion and infiltration into East Asia plays a key role in the forming and changes of the modern international system of East Asia.In the process of the forming of international system,the US and Japan's East Asia policies witness compromising and colliding.The essence leading to their conflicts is the conflict of two different approaches of development,the conflict of principles,the latter being the fundamental cause of their being culminated in war.Since 1945,the sole change of major importance in the respect of Japan's East Asia policy has been the change of means——a change from military means to economic means.The strong man role played by the US in the East Asia order has never been changed.That exactly accounts for the fact that open regionalism has become a necessary characteristic of the structure of East Asia order.
