The Patterns for Water Resources Development and Utilization in View of the Recycling Economy and the Countermeasures

China's total water resource is shortage,and there is serious waste and pollution in water resources,as well as deterioration of water ecological environment.This situation has become the constraints for economic and social development.Therefore,the paper puts forward that countermeasures must be adopted in accordance with the requirements of the recycling economy so as to form the pattern of recycling economy of water resources.The paper introduces the main mode of water recycling economy at home and abroad: the water recycling mode of eco-industrial district,enterprises clean production processes,centralized sewage treatment,water resource regional planning.Finally the paper offers the methods for the implementation of water recycling economy,namely: formulating rational mechanism for planning;improving the system of laws and regulations,establishing and nurturing the mechanism of market operation,compensation mechanism,recovery mechanism,technological innovation mechanism.
