Abstract

As the popularity of education, High education is beyond the confines of elitism and its function of serving society is on the increase. Society is in need of more various competent personnel, which requires colleges and universities should develop individually. In order to growing inimitably, colleges and universities should be able to do ego, which includes positioning strategic aim, academic level, the subject structures and characteristic subjects, service area, and development scale. At the same time, government and its educational agencies must exert influence on colleges and universities and guide and stipulate them, including classifying and evaluating colleges and universities from diversifying groupings, making out multiplex criterions, flexible policies, and specific management.
