On the institution design of highway project cost control

Abstract
Combined with two comparative examples in highway projects,it analyses the behavior of participants and their motive.It puts forward some measures to control highway project cost from the angle of institution design,in which it changes the qualitative evaluation of working effect into the comprehensive evaluation of the combination of qualitative evaluation and quantitative evaluation,so as to solve the problem that highway project cost is hard to control.
