People group was countryside self-guard organization.With the situation turbulent and intranqulity deepening,at the late Qing dynasty,people group developed.Then it evolved a self-government institute which controlled countryside basic power.According to Guangxi province locates at south-west border,at the beginning of the Republic China,people group had been the center of new countryside basic social power.A militarize situation appeared in countryside.
