Phenomenon & Counter-measure of Administrative Compensation & Responsibility Failure

Abstract

The compensation responsibility implementation and the main body failure phenomenon have been existing in China's administrative compensation.Compensation cannot be realized;compensation responsibility cannot be fully carried out;the state part of compensation responsibility is omitted;no report after compensation is popular;and some responsibility of compensation cannot be really implemented.Therefore,it is necessary for us to revise or re-establish the system of administrative compensation,expand the scope of administrative compensation and perfect the supervision mechanism of administrative compensation system.
