Abstract
With economic globalization,the emergence of state industrial security in developing country is the inevitable result of industrial disintegration and transfer which draw close attention from leading enterprises in developed countries(regions) in the process of upgrading global val-ue-chain.The international relationship between industrial transfer and undertaking is revealed based on the review of theory of value-chain and fractal analyses,and furthermore,the nature and charac-ter of state industrial security are redefined from the perspective of global value-chain.In conclusion,the relevant management mechanism is proposed,which is hopefully helpful to the management of state industrial security and industrial structure upgrading in China.
