Study on the Function and Target of Public Rental Housing in Housing Safeguard——Such as the Public Rental Housings of Shanghai

Housing problem in Chinese city comes from the shortage of consumer's purchase power,so fiscal subsidy is the basic content of housing safeguard government supplies. Compared to the low-rental housing and the affordable housing,the public rental housing is the best kind of housing safeguard. The public rental housing with commercial rent could not act housing safeguard except that it lowers work efficiency of housing market and national economy. The essence of rent marketization of public rental housing is to continue and sustain the bad land finance. The rent of public rental housing has to be based on reproductive cost of labor power which excludes urban rent so that the public rental housing can cover more people to answer the housing question effectively in Chinese city.
