Abstract
The discussion for the of higher education in China,which not only highlights the academia's earnest desire for building a big power of higher education,but also reflects the gap between China and powerful nations in the world as well as the difficulties in narrowing the gap.The recent popular view of dependency development,both its premises and conclusions are open to question.In fact,it makes the confusion of the fundamental difference between the two modes of higher education:dependency development and reference-transcendence.Under the guidance of reference-transcendence,the construction of a powerful country in Chinese higher education should strive to build a Chinese model of higher education modernization by means of cultural consciousness and independent innovation.
