On the Policy of Rural Land and the Construction of the Legal Framework on the Transfer of the Right to Land Contractual Management in Rural Area

Through a long period of time,the author uses law,policy and empirical analysis on China's system of agricultural land formation and operation of the practice of summary and theoretical analysis,and believes that the agricultural policy of rural land contract law is an important prerequisite and basis for the construction of the legal framework on the transfer of the right to land contractual management in rural area. The latter is also the important and method way to bring about the policy of the rural land. At this stage,the decision of some importance issues of CPC Central Committee on pushing the rural reform and development has a role in the formation of guidance and rules; We should set forth the legal framework on the transfer of the right to land contractual management in rural area at the present stage.
