Rural Land Circulation Problems and Countermeasure Analysis

According to the Party's Third Plenary Session of the spirit, to strengthen the rural land transfer,rural land contract and management rights transfer system is imperative, however, the rural land is currently facing many problems, such as cadres and the masses have misunderstanding on the land transfer, land transfer mechanism is not perfect, difficulties in financing constraint rural land, social security system is inadequate in rural areas, land transfer legislation exists shortcomings, people change land agricultural use and so on. This paper proposed measures such as strengthening propaganda and guidance to eliminate the misunderstanding on the land transfer, establishing and improving the circulation mechanism,allowing the mortgage of the right to land contractual management, as soon as possible to establish a sound social security system in rural areas, the government should ensure rural workers interests, and proposed the expansion of rural land in exchanging the main range, the establishment of Farmers Association and Cooperative Rural Land.
