The Study on Problems and Solutions of the Transfer of Rural Surplus Labor Force in Shaanxi Province

There is a large rural population in Shaanxi province,and there exists a large quantity of surplus labor force.Because of the influence of many factors like the land,the residence,the imperfection of labor market and the inadequacy of rural education,many problems appear in the transfer process of rural surplus labor force,which include the serious situation of employment,the low-skilled labor who cannot meet the demands for employment,and the right of worker which can not be guaranteed and so on,and thus prevent rural surplus labor from transferring effectively.In order to accelerate the transfer of rural surplus labor,improve the income of farmers and promote the harmony of society,it is necessary to strengthen the investment in agricultural education and training,expand the usable space of absorbing surplus labor inside the agriculture and enhance the integrative construction of city and countryside.
