Analysis on the Economy Input of Public Hospital and Its Sources

In China, we still have many so-called public hospitals, they are nominal public, their assets are belongs to the government, but their operation behavior, by its nature is belong to the for-profit hospital. There are many reasons leads to the current distortion of public hospital’s nature: hospital’s seeking for profit out of their own goal of survival and development, the insufficient input of government, the inadequate regulation from the government authority are main causes. Government pushes hospitals to markets, which means that government will abandon medical society safeguard function, hospitals will lose governmental constraint and support. It is an inevitable behavior to pursue profits. Government behavior is important to decide the direction of the public hospital reforms. As far as the approach to public reform and development is concerned, neither the approach purely based on public welfare nor the approach purely based on the market should be promoted. Hospitals should correct service ideas and change their internal operational mechanism so as to truly reflect the public welfare of public hospital.
