Some Problems in "the Pushing Model by the Government" in the Basic Education Reform

According to the leadership dominance in the reform,the models of basic education reform can be divided into three types: the pushing model by the government,the pushing model by expert's advocacy and the pushing model by teachers themselves.In the pushing model by the government,the government promotes the reform using a top-down approach.It can quickly,comprehensively and effectively solve the problems in reality and realize the goals of reform if it works in a right way;if not,this kind of reform would lead to some problems as following: firstly,it may fail to take in account all the aspects of theory and practice;secondly,the participants may cope passively with the reform;thirdly,the reform content may be stipulated and restricted by too many administrative instructions.When using the pushing model by the government in the reform,we should pay attention to the reality of the reform content,improve the scientificity of policy making,follow the gradualness of policy implementation and make clear the limitation of government authority.
