This text introduces a brief history of federal housing policies for lowerincome households in the U.S. in the 20th Century, and studies the implementing effect of three typical housing policies based on the threemarket filtering model. The Rent Voucher Program is an effective program for the lowerincome households. It can give us an advice of how to work out the housing policies for the lowerincome households in P. R. China from now on.
