Abstract

Today,public diplomacy is a term to describe various ways used by international actors to engage foreign publics,while cultural diplomacy is only one kind of public diplomacy.However,cultural diplomacy was the early format of public diplomacy.This article explores the evolution of the United Kingdom from cultural diplomacy to public diplomacy since 1920s and concludes that public diplomacy as a tool has moved from the relatively marginal area of a nation's affairs to its central area.
