Supply within the financial system: the inevitable choice of breaking the plight of rural public services

Construction of the rural public service supply system which supplies mainly within the financial system and is supplemented by external supply system is the inevitable requirement of realization of state(government) function,and also is the real demand of shaking off shortcomings such as the current serious shortage of supply of rural public services and farmers heavy burdens.Establishing a modern public finance system which co-ordinates urban and rural areas and achievs the profound change from the command control decision-making mechanism to deliberative democracy mechanism are the two cornerstones to build the rural public service supply system within the financial system.
