Abstract
The paper deals with the definitions of area and higher education and the comparison and analysis of them.To solve the problem of the sustainable development of the rural economic society in the 21st century,the point is to serve for the transition of the rural society.The paper also touches upon the current situation of the higher education and the problems existed within.The key to the development of the higher education is to establish principal bases—— rural community colleges of counties'(cities').
