Abstract
Based on the analysis of the problems in the implementation of the first two overall land use planning,this paper points out the main challenges confronting the new round overall land use planning:effective protection of cultivated land, shortage of construction land,contradiction between land use and environment protection,and insufficient coordination with other relevant planning.The paper also proposes solutions to the above problems:establishing dynamic monitoring mechanisms of the planning and implementation management,building joint decision-making mechanism of land use among relevant departments,improving laws and regulations on land use planning and management,and strengthening the system construction of land use planning and modification.
