Abstract
With the rapid development of science and technology, the market competition becomes more complex and fiercer. The survival and development of enterprises are increasingly depending on technological strength and innovative achievements. The key to establishing and improving the technical innovation mechanism is that enterprises should be the main part of technical innovation. This paper discusses the key to the technical innovation system, investment and finance mechanism as well as the formulation of government policies.
