Abstract
Harmony is not only a conformable idea. It is primarily a verity and inevitability. “Everything being derived from the state of harmony” is the world outlook of Chinese people, the essential attitude of them towards the world. “To highly evaluate harmony” is the fundamental value outlook of Chinese culture acquired by the above understanding, “the most harmonious” being the highest ideal of Chinese people, and “varying in harmony” being the basic principle for dealing with affairs extended by the ideas. “Harmony” is the unification of the above three whiles “Everything being derived from the state of harmony” being the natural principle and “to highly evaluate harmony” as well as “varying in harmony” being the human principle. “To put everything in its due place” is the content of “harmony”. It is a relationship, an order and an existent form of everything. The universe and its belongings are presented in harmony and maintained in harmonious relationship and order. In fact, to highly evaluate harmony is not enough for accomplishing it. It is important to manage all relations successfully and put everything in his due place. The hope that pedagogy makes all the leaders accept the idea of harmony and then solve world problems is only an illusion. To accomplish “putting everything in his due place” must based on every thing's own demand, not individual will and power. Harmony in human affairs can be achieved only by democracy via negotiation and balance. Conflict, including force employment, is sometimes one of the needs to the achievement. The philosophy, morality and management ideology of harmony developed from the process of establishing and maintaining harmonious order constitute integrated mentality system of harmony.
