Abstract
Practices of developed countries show that system arrangement plays a key role in technology innovation. A good system arrangement could mobilize the enthusiasm of technology innovation to the largest extent, allocate resources to the best effect, enable the principal part of technology innovation to gain the maximum income and accelerate technology innovation. Technology innovation system of some countries such as the U.S., Germany, Japan are compared to throw light on our technology innovation arrangements.
