Benefit Conflicts and Public Policy Choice in Cultivated Land Protection System

Abstract

This paper,using public choice theory,introduces the concept of Economic Man into supply and execution process of cultivated land protection,and analyzes cultivated land protection system and the influence of the feedback of participators' maximum interests on executive effect.The result shows that in the framework of cultivated land protection system,based on maximizing interests,there are complex interest conflicts between each participator and cultivated land protection.The way to solve benefit conflicts in the practice of cultivated land protection system includes: innovating governance structure,enhancing the mechanism of democratic supervision and power restriction,improving the mechanism of public participation,establishing the mechanism of benefit compensation and relief,etc.
