Abstract
Nationalism and revolutions against Manchu put great pressure to Manchu People in late Qing Dynasty.Manchu elite groups believed that they were also the victims of Manchu- Han Distinction Policy; they were subjected to the military system,living a poor life without economic freedom. They suggested that the system of Eight Banners be revoked but the difficulties of Manchu People be solved. They expected that the reform would help to reach Manchu- Han integration. But the proposition was not successful and the reform failed.
