Abstract

The problems concerning agriculture, rural areas and farmers are of great significance to the overall situation. The rural reform in the early 1980s had improved the conditions of rural areas, agriculture and farmers. However, with social economic development, the problems of rural areas, agriculture and farmers become a focus again. Despite of the measures taken by governments at all levels, the situation is still serious. There are many factors that lead to the problems among which system impediment is the most important.
