Abstract

Highly-skilled talents are the main power to advance the technological innovation as well as the backbone to fulfill the change from modern scientific achievements to real productivity.However,in all walks of life in China,such talents are in serious shortage.It is urgent to train up the highly-skilled talents to maintain people's livelihood,guarantee economic growth,and develop the opening-up economy.International experience and Chinese reality must be combined in training highly-skilled talents.
