The Choice of Approach to Manpower Development in the Surplus Labor's Transfer in Rural Areas

In order to solve the issue concerning agriculture,rural areas and farmer,besides by making suchpolicy as industrial policy,regional policy,and income distribution policy which many scholars have discussedbefore,it is necessaryto expand support for manpower development in rural areas,and speed the surplus labor’stransfer fromagriculture to non-agriculture,whichis a hard andtough workin China with great population.Thepaper maintains that it is essential to enhance farmers’quality by improving rural education to meet suchchallenge.Based on discussing the issues of rural manpower development,surplus labor’s transfer,the currentsituation of rural education,andthe necessity of rural educationreform,the paper offersthefollowingthe proposalsof expandingsupport frorural manpower development to accelerate education modernizationinrural areasby meansof developing rural education in a fairly rapid way,establishing and perfecting the guarantee system of ruraleducation modernization,speeding upthe process of educational infornationalization.
