Abstract
In view of the disputes related to the law frequently happening between administrative sections and students at colleges and universities in recent years, the major issues in the construction of college students' rules and regulations in the new era are discussed, meanwhile several countermeasures to put people first and strengthen college students management according to the law are proposed.
