30 Years of Development-oriented Poverty Alleviation in Rural China:Policy Practice and Theoretical Retrospection

Since 1978,30 years of development-oriented poverty alleviation have experienced four stages: rural economic reform and small-scale regional poverty alleviation,large-scale focused poverty alleviation scheme,the seven-year program to help 80 million people out of poverty,and the Guidelines on Rural Poverty Alleviation and Development(2001-2010),with considerable achievements.However,there are still many issues worth rethinking,summarization and research in the 30-year practice.Under the new historical circumstances,there will be important readjustment and transformation in poverty alleviation in rural China in such aspects as identification and understanding of poverty,criteria of poverty,mode of poverty alleviation,targeting mechanism for poverty alleviation.Relying on institutional innovation,laying equal stress on economic and employment growth,and implementing development-oriented and relief-oriented poverty alleviation simultaneously will be the inexorable choice for rural poverty reduction in the future.
