An Analysis of China's Rural Poverty Alleviation Policy Changes and its Orientation

Since the reform and opening up,The Chinese government is dedicated to the work of poverty eradication in rural area and a delightful progress has been made.Since there are factors such as large scale of poverty populations in rural areas,widening income gap between the poverty groups and other stratums,serious poverty backtracking situation,etc,this makes the work of poverty alleviation more and more difficult.The thoughts on rural poverty alleviation policy adjustment and perfection should be focused on following principles: the target for poverty alleviation should shift from poverty area to poverty population;a shift from focusing on solving existence poverty to solving poverty of rights and capability poverty;stick to the combination of government poverty alleviation and social poverty alleviation;adhere to the combination of increasing poverty alleviation fund and improving poverty alleviation fund's efficiency;insisting on combination of local poverty alleviation and immigrant poverty alleviation;hold on to the combination of relief poverty allevition,exploitation poverty alleviation and knowledge poverty alleviation.
