Abstract
Based on the literature analysis and practical understanding of the construction of socialist new countryside,our view is that we should pay more attention to our team building,capacity utilization and capacity building if we want to build new countryside effectively and make it sustainable.Because we can draw a conclusion from the practical experience of various areas: the evaluation criterion of new countryside is overall quality and capacity of village cadres and the level of image quality.In this paper,which is based on the perspective of village cadres and the concept of public governance,we have an attempt to provide a theoretical reference and practical enlightenment for the construction of new countryside.
