Abstract
The essence of P'o-lha-nas's government in Tibet is Tibetan king system.P'o-lha-nas's Tibetan king system has high centralized power,but this does not deny the territorial sovereignty affiliation of Tibet to China,on the contrary,many powerful facts and evidence have fully proved that,during the Qing dynasty's early stage,Tibetan king system is only a kind of government's indirect rule administration system for Tibet local government.The successful operation of P'o-lha-nas's Tibetan king system has created a favourable political environment for the Qing dynasty government to gradually strengthen the direct impact and control to Tibet.
