Discussion on Connotation and Relevant Theoretic Issues of the Concept of Chinese Circular Economy

Circular economy is a new economy mode, which is distinguished from traditional economy. All countries over the world, especially, some developed countries, such as some countries of EU and Japan, have been promoting circular economy by taking the following measures, such as, formulating appropriate laws,improving circular economy by market mechanism and economic instruments,acknowledging responsibility and obligation for recycling waste and developing environmental education program to improve environmental awareness of the public. Circular economy in China has been initiated by adopting the concept in economic development and environmental protection. In order to promote circular economy in China effectively, the discussion on the connotation and relevant theoretic issues of the concept of Chinese circular economy should be taken into account currently and should be the theoretic support for making the policy of improving circular economy in China. Therefore, it is very important to discuss on the connotation and relevant theoretic issues of the concept of Chinese circular economy for improving circular economy in China by comparing foreign and democratic practices.The birth of circular economy philosophy has its own natural, economic and social foundations and, furthermore, the sufficient scientific and practical foundations bring the academic concept of circular economy into being. All these foundations and Chinese unique cognition related determine that the connotation of circular economy concept in China shares five basic features: ①appropriate orientation;②clear scope; ③indication differing from the traditional pattern of economic development; ④fundamental characteristic differing from the economics and traditional pattern of economic development;⑤principles, methodology and core measures for circular economy development. Depending on the five basic features of the circular economy concept, the connotation of the concept of Chinese circular economy is that circular economy is a new economy mode, which adopts the method of reducing, reusing, recycling and being harmless in managing and controlling material resources flow pattern in the activity of social production and reproduction, and is more ecologically efficient and different from traditional economy.
