The Concept of "Double Service":Administrative Concept and System

Basing on the concept of double service covering the public interest and private interest, the present administrative concept and system have unveiled many downsides. In order to meet the practical requirements for serving both public interest and private interest, the modern administrative concept should be the combination of notions of service, integrity of public interest and private interest and administrative initiative as well. In the process of building an entirely new system, the old system should shift towards the stereotyping of administrative aims and technically administrative approaches, the distribution of power exercise, the democratization of administrative acts and the diversity of modes of administration.
