Abstract

In order to meet the needs of modern administration, while using the power means, the administrative machinery more and more adopt the relatively gentle and democratic administrative private behavior to realize the administrative purpose. How to define the administrative private behavior and how to control it has become the subject that we need to be solved urgently.
