Abstract
In the end of Qing Dynasty,the success of Japan in Ming Zhi Reform and Jawu War,made the Qing government begin to study Japan. Actuated by its ulterior motives,Japan was willing to help Qing to foster students.Qing government carried out education reform to encourage and rewarded the students to study in Japan.On the other hand,the early abroad students in Japan conducted propaganda and agitation,which also brought many students to go to Japan.On the influence of above elments,it appeared a high tide of study abroad to Japan in the end of Qing Dynasty.
