Abstract

It's more reasonable in history that Nanbu county was named after Southern Nanliangzhou instead of Southern Langzhou.In Qing dynasty,Nanbu county was combined and integrated by nine cities which were named Chongguo,Nanchongguo,Xichongguo,Nanbu,Jinan,Jincheng,Xinjing,Xinzheng and Xishui,and two regions named Nanbu and Jinqian.At the beginning of Ming dynasty,the capital of Nanbu county was moved from kuaao piedmont to Lingyun piedmont so that the capital had no wall;the city wall was built up gradually from Chenghua reign period to Wanli reign period which made the base for the completment to the city wall in Qing dynasty.In fact,The local administrative division in Qing dynasty was not so regular as the law required,The function of the administrative division Lijia and Baojia was only to achieve the actual result such as the supply of corvee and the guarantee of safety.The administrations at the county level sometimes was set up by the actual needs,the cancel and establishment of the administrations were unfixed and they were not standing bodies as the law supported,which reflected the differences between the normative institution system and the actual operation in administration in Qing dynasty.
