Abstract

Economic theory shows that property right system is of great importance to the fairness and efficiency of resource allocation.From the theories of property right and resource economics,the effective resource property right should be complete property right.According to whether embodies exclusiveness,competitiveness and public demand,resource property right could be defined as individual ownership,collective ownership and state ownership,and be consistent to the concepts of social tradition,morality and ethics.Resource property right is the guarantee of survival and development right of citizen,therefore everyone should be ensure that posses relatively equal resource property right or beneficial right of resource development.Through limiting of resource property right and collecting resource income tax,the social purpose of resource development and utilization could be efficiently fulfilled;and by stock cooperation,the non-state-owned property right can be transformed into new resource social ownership.
