Abstract

Arrangement of the property right is the important part to determine the efficiency of mining resources.Definition of the property right about natural resources is mainly based on the ownership,the usufructuary right,the security right and the share ownership.Process of mining the water resources,sea resources,mineral resources,forest resources has different characteristics.To arrange the property right of natural resources properly combined with the characteristics will maximize the efficiency of exploiting.
