On the Basic Principles to be Followed by the Government in Safeguarding Individual Human Rights

The human rights are to be shared by every human and contain political rights, economic rights and cultural rights and so on .They can be classified into individual human rights and collective human rights. They exit as natural rights, lawful rights and practical rights. When the natural rights turn into practical rights, the government plays an important role. From the viewpoint of safeguarding individual human rights, we can judge whether or not a government takes human rights seriously depending on whether or not it follows the principle of equal importance and the principle of free responsibility.
