Human Rights Framework and Guarantee System of Rights with Chinese Characteristics——Comment on"the National Human Rights Action Plan of China(2009-2010)"

The National Human Rights Action Plan of China(2009-2010) preserving the Chinese-style on the human rights institution and practice,fully illustrates the human rights framework with Chinese characteristics.Significantly,it coincides with the spirit of the international human right convention as well as the international human rights system,which reflects an open and cooperative attitude.It is especially necessary to strengthen the active role of public policy in human rights protection along with more and more concerns are put on the internal relation between human rights and law.The National Plan possesses reliable political and constitutional authority and the guarantee of public policy and law.It lists the human rights education as an important issue.Today,the importance of raising human rights awareness and creation human rights culture is generally accepted,however,the correspondence between rights and obligations and the logical relationship between human rights and responsibilities should not be neglected.
