Research in Problems of Primary Trade Union Function Transformation in the Perspective of Management Modernization

Primary trade union is the foundation of our country labor union organizes. They are the most closely union with the crowd,and directly facing the complicated labor relations. Under the influence of the traditional system,primary trade union becomes the affiliated department of the party and government,so impedes the development of function. More than 30 years of reforming and opening up,with the development of the economy,non-public enterprise quantity increase gradually,however,the primary trade union formation rate,safeguarding the legitimate rights and interests of workers and social recognition are gradually appearing the trend of weakening. All of these are closely to the slowly construction,locating errors and reforming tardiness of primary trade union. Governance modernization puts forward new requirements to the development of primary trade union in order to adapt to the needs of the development of management modernization and has the role into full play and the function of primary trade union transformation is imminent.
