There are always exist large gap between higher-income group and lower-income group of urban in resource-based city.Affected by many factors,It has appears the new change in residents' income gap since new century.The main cause of residents' income gap is that the outbreaks of financial crises,the integration of coal resources,the income grows slowly in middle-income and lower-income group and inadequacy of the social security system and so on.The main solution are promoting reforming development of resources economy and driving development of relevant industries and increasing the income of low-income groups and improving social security systems and the policy and so on.
