Considering Abolished Imperial Examination in "New Policy of Late Qing Dynasty" Period from a "Zhongdi Bulletin Paper"

Qing Dynasty was going to die in 31 of Guangxu Emperor. For the purpose of maintaining their ruling position,the feudal rulers,represented by Cixi Queen Mother,had to go on along the reformation road after 3 years of strangling the reformation movement.In early 20th century,they pushed forward a series of policies,mainly including abolishing imperial examination, and building new schools etc. But in fact,there still appeared Zhongdi Bulletin Paper in 2 of Xuantong Emperor,reflecting the incompleteness of abolishing imperial examination system by Qing government.
