Abstract
No temporary memorial to the throne was a ban imposed in the Regulations of Imperial Civil Examination in the Qing Dynasty.In other words,no temporary memorial was permitted to be presented to the emperor concerning any change of the examination several months before the examination.This regulation was established during the Qianlong period and was strictly followed till the end of the Qing Dynasty.Officials who broke this regulation were all punished during the reigns of Jiaqing,Daoguang and Xianfeng.The aims of this regulation were first to keep examinees study earnestly,and second to keep the examination well organized.It is well illustrated that the principle of maintaining stability was a consistent principle of the Qing government.It also shows that the maturity of the imperial civil examination system and the improvement of administration of the Qing Dynasty.
